Provide the ability to convert a work item to a different type

...for example, change an existing work item from an Issue to a Bug, etc.

Users less familiar with the system frequently enter work items using the wrong work item type. Currently, you can't fix these items.

        @JeanBoisvert the Copy WI feature only copies certain details if it's the same WI type. And still leaves behind the old WI. In many cases the users aren't wanting to copy and have to move scrap items to scrapyard, but actually intend to change the WI type.

        Copy WI leaves the previous (mistake) WI. I would like to be able to totally convert the WI to another WI Type.

        I specifically want to be able to convert a Backlog Item into a task. I often enter items as PBI's ont he product Backlog and when I start grooming the backlog it turns out they should have been Tasks under a diferent backlog item and all I want to do is convert them so they have the right states
