There already exists a Team Explorer SKU of Visual Studio which is lightweight and offers the project management features of Visual Studio. In addition, we’ve begun focusing more on the web as a first class citizen with both fit-for-purpose experiences (like the backlog) as well as work item management.

Team Explorer SKU sounds expensive to give to the documentation department for management of documentation branches. A full featured web-client might work but then it needs FULL feature not partial support espesially for management functons (branch/remove/rename/rights-management).
