Make sideloading available in mobile devices for developers
It is a big turnoff sideloading is not possible.
Businesses are realy capable in deciding which apps are allowed on their enterprise phones.
Making Android apps are investigated as we speak...

You can create a corporate version of the "store" so that the business can deploy their own internal apps, basically a curated private marketplace so businesses can "side load" apps.
