add support for ARM64

Recent mobile phones use 64-bit ARM processor and supporting it would benefit mobile app development on Visual Studio.

        I hope they backport it to Visual Studio 2015 as Visual Studio 2017 breaks a lot of older programs due to bad GUID in runtime library. It took me 3 days to remove Visual Studio 2017 and fix all the broken applications. Essentially every single application built using Visual C++ 14.0 runtime library did fail to run correctly.

        Not only that, but it would also allow Visual Studio to be used as an IDE for UEFI AARCH64 development.
