Make version control project-specific instead of IDE-wide

Visual Studios has always made version control an IDE-wide setting, which is fine if your company uses only one, but if your company uses both Git and Mercurial or you play around with a lot of different projects and they all have their own VCS preference, it makes it hard to deal with that within VS.

I've never encountered this issue with any other IDE, Most IDEs make that a project-wide setup so that you can use Git on one and SVN on another.
