Allow bulk update target .NET framework version for all projects in a solution

The solution (.sln) properties allows bulk update of Configuration and Platform properties. It should also allow updating the TargetFramework property.

    I am conflicted on this one; I am paid by the hour at work, so 10 minutes of billable hours time is a cheeseburger.

    For my own projects I 100% agree with this.

    There are dozens of work arounds SamCPP, but it'd be nice to have it built into Visual Studio.

    Love to have this feature, as normally we have atleast 15-20 proj per solution. It will easy to upgrade all projects.

    More generic - Create excel spreadsheet of all project settings in a solution. Show a) default setting, b) project 1 settings, c) project 2 settings, ...
    This lets us see which projects have different settings from the solution level settings. This is much needed in 50+ project solutions with a mix of C++, C# ...
