Support CMake on 32 bit systems

Visual studio 15.6.1 silently dropped support for CMake on 32 bit systems. I plea to bring it back!

        For anyone who is blocked, there are currently two workarounds for this issue:

        1. If you want to use the Ninja CMake generator, you can manually install the 32-bit version of Ninja to <vs install folder>\Common7\IDE\CommonExtensions\Microsoft\CMake\Ninja

        2. Alternatively, you can edit your CMakeSettings.json file to use the "Visual Studio 15 2017" generator instead of "Ninja". See https://aka.ms/cmake for more info.
