Provide guidance around TFS server monitoring and health checks

There's no consolidated guidance on how to keep the TFS environment healthy. Grant Holiday has the health reports, there's dogfooding information done by Brian Harry, the BPA tools is part of the Power Tools and I've seen other Microsoft blog posts on maintaining indexes and the TFS databases. There's a SCOM add-in for TFS monitoring and yet there's no consolidated guidance on the health and monitoring of the TFS enivonment that pulls all of these items together.
