Make it possible to set time zone on TFS Online (build) server

TFS Online should provide a way to set a time zone for the TFS server (or per collection).

You could even just implement it when setting Time Zone on https://***.visualstudio.com/_admin/_home/settings.

Most of the people in the world is not living in a place where UTC is the correct timezone.

This affects:
* TFS cases timestamps
* Runtime timing issues if you have integration tests with other servers (with correct time zone).
* Probably more...

    I just encountered an issue deploying an ASP.Net 3.5 web application in an IIS hosted SharePoint web site. It was returning HTTP 404 for WebResource.axd requests because the DLLs were stamped with the Hosted build server's future datetime. Once I redeployed with a local agent in the same time zone as my target server all was well.

    I would like to set the team up as in a specific timezone. We use the same sprint iteration date for multiple teams from United States, New Zealand and India. Using task boards it is always a day out.
