In our VSTS Feature Timeline(https://docs.microsoft.com/en-us/vsts/release-notes/), you see a feature called “Dashboards – Create dashboard separate from a team” under “Reporting”

This feature will allow you to create a Dashboard that has no association with the team. This means you don’t need to create a team, to make a Dashboard. You can create any number of these Dashboards and share them with who you want.

However, Dashboards will still be stored with a Team Project. So to address your scenario (cross-team-project Dashboard), you’ll just have to pick a team project to store the dashboard.

We don’t have immediate plans to store a dashboard outside a team project.

We have a lot of investment taking place on our code review platform that will enable iterative code reviews, and we will initially bring that functionality to Git (via pull requests). Improving iterative code reviews for TFVC is still on our backlog, but it is not in our 6 month plan, so we are resetting the status.

Hello everyone and thank you for the feedback. We are actively investigating ways to improve how Visual Studio handles project content. This suggestion falls into that category. Unfortunately, we will not be able to address this feedback for the Visual Studio 2015 release. We will update the community when our plans in this area have gained more clarity.

Hi Hiroaki, which projects are you trying to use T4 templates with? This would help prioritization. Thanks!
